With respect, Sarup, if a steel is heat treated to bainite and then tempered, it has a microstructure of tempered bainite, irrespective of the temperature of formation of the original bainite, i.e. irrespective of whether it was originally upper or lower bainite.

That said, an appearance as described in the original post sounds most unlike any possible microstructural feature and seems more likely to be the result of a problem in sample preparation.
