Those fixed diamond discs are pretty aggressive, especially for sheet steel. I would advise using SiC, starting with 180 or 220/240 grit. One step is enough. He might want to try electroless Ni plating the TiN surface (although I do not know if it will adhere; if it will not, you could vapor deposit (if he has access to such a system) Fe, Ni, Pt or Pd - just a thin layer, and then use the electroless Ni). The TiN layer
(depending upon its thickness) may be hard to see against the mounting compound.
