From what I understand, alloy steels imply steels like 4130, 4140, 5160 and 8620 to name a few well known ones. 304 on the other hand, is classified as an austenitic stainless steel; its main alloying elements being Cr and Ni, 18 wt.% and 8 wt.% respectively. In the so called alloy steels on the other hand, the wt.% concentration of alloying elements is much lower. I hope this answers your question.
